Research Team

As a research based initiative that places premium on the role of data and rigorous/scientific evidence in influencing public policy and government authorities’ resource allocation processes for sustainable development, ODA depends on the expertise of individuals to achieve her outputs, outcomes and future impact. Below is a list of some core team members that are behind our research agenda. In the near future, we will also launch our research fellowship program that targets to develop skills and build a larger network of local professional researchers around our areas of priority interest.

Joseph Ggita

Joseph holds a Masters in Demography and Bachelors Degree in Statistics from Makerere University, Kampala – Uganda. He also studied a Postgraduate Diploma in Monitoring and Evaluation (M&E) at Uganda Management Institute (UMI) in Kampala. He is an experienced researcher with over 10 years of experience in areas of public health, program impact evaluations and management. He has undergone vigorous training in mixed methods and implementation science with PART program under College of Health Sciences, Makerere University. Joseph is also a specialist in implementation science, evaluation design and methodology. His steady and progressive years of experience have given him significant exposure in a number of public and private sector development projects. He has also designed, implemented, managed, monitored and evaluated community-based, public health programs in Uganda, specifically at Makerere University and John Hopkins University Research Collaboration (MUJHU).

Mark Kaahwa

Mark is a researcher and an educationist specializing in e-learning and distance education. He is the current director of UNIRI – ToroDev’s key research partner for the last five (5) years. He has conducted research both at UNIRI and Mountains of the Moon University in Uganda for the last 11 years. He holds a PhD in Educational Sciences (e-Pedagogy) from the Vrije Universiteit Brussel-Belgium, Master of Education from Nkumba University, Uganda, Post Graduate Diploma in Education of Makerere University and BA in Social and Pilosophical Studies from Makerere University, Kampala.

Johnstone Baguma Kumaraki

He is management specialist, ICT4D enthusiast, researcher and public policy analyst. Johnstone has published several peer reviewed papers on e-Participation for good governance in Uganda and the Eastern Africa region. He has twelve (12) years of practitioner’s experience in management of donor funded  projects at ToroDev, focusing on governance (TPA – Transparency, Participation & Accountability) with an intersection of ICT. These projects have been funded by the SIDA-Swedish International Development Cooperation, NED- National Endowment for Democracy (USA), AidData – College of William & Mary (Virginia, USA), Swedish Program on ICT in Developing Regions (SPIDER) at Stockholm University, Sweden, among others at ToroDev. Johnstone holds a Master of Management Studies (Project Management Information Systems) and a Postgraduate Diploma in Project Management from Uganda Management Institute (UMI). He is also a graduate of Business Administration (Human Resources Management) from the Royal Holloway, University of London, UK and also studied a Bachelor of Information Technology at Makerere University, Kampala, Uganda.

Moses Muhumuza

He is an associate professor, a specialist in ecology, tourism and green entrepreneurship. He is also a co- founder of UNIRI, member of the Board of Directors of ToroDev and formerly Director of Research & Postgraduate Studies at MMU – Mountains of the Mooon Univeristy, Fort Portal Uganda. He is a researcher with over 15 years in environment sciences/ecology and tourism. Moses was a research fellow at University of Michigan, USA in 2018 – 2019. He holds a PhD in Environmental Sciences from the University of Witwatersrand, South Africa, both the Master of Science (Biology) and a Bsc in Biology and Chemistry from Mbarara University of Science & Technology, Uganda.

Tony Mugisa

Tony has over 5 years of research and training/lecturing experience both at UNIRI and Mountains of the Moon University – Uganda (MMU). He is a public health specialist and holds both an Msc in Public Health and a Bsc in Public Health from MMU. He also holds a Diploma in Clinical Medicine from the College of Health Sciences, Fort Portal Uganda.

Ronald Kabbiri

Ronald is an expert in agro-economics, researcher with 10 years of professional research and trainer. He has also lectured at Busitema Univeristy in Eastern Uganda and Mountains of the Moon University in Fort Portal Uganda. He holds a PhD in Agricultural Economics from the Ghent University, Belgium and both an Msc in Agricultural Economics and a Bsc in Horticulture from the Sokoine University of Agriculture, Tanzania.

Stephen Mugabe

He is a Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM) and Certified Data Analyst (CDA). He has over 10 years’ experience working in research collaboration projects at MUJHU – Makerere University & John Hopkins University Collaboration, AH Consulting and NITA-U (National Information Technology Authority of Uganda). He was also the lead consultant for designing the ToroDev’s MML eParticipation System platform and stakeholders’ training in Uganda and Kenya between 2016 and 2017. He holds a Bsc in Computer Science from Makerere University, completing his MBA at Uganda Martyrs University and holds other several professional ICT certifications.
